Since you've been so meticulous, I can only assume something's not plugged in correctly. If nothing's turning on, either your motherboard or your PSU is not receiving power/broken, or your RAM is not working. Make sure the switch for the power button is plugged correctly as well. I'd also use a MOBO speaker to hear to understanding what's going on. Use your motherboard manual to see what beeps mean what things.
