Indeed. Rogue planets are believed to be very numerous, and by some estimates exceed even the number of stars and brown dwarfs, but, to the best of my knowledge, they're not in-game yet.

In the game fiction, this could perhaps be explained by some lower bound on the mass an object needs in order for the frame-shift drive to lock on to it.
