Sounds like you want to live in a shitty city. Let's say in your scenario development companies A and B buy up properties and own the commercial development land in the city, but have some locations that have struggled and are ready to be leased or bought out.

Now let's say a competitor comes in we will call them company C, they either want to buy or lease property with lined up tenants.

A and B end up being dicks and don't want competition so they block the lease/sale of their property because C can't build anywhere else in town. In result, you still have empty storefronts and a-hole developers ruling everything because of too much government involvement.
